The 17th Lang Son Party Congress, term 2020 - 2025 was successfully organized

After three working days, with the spirit of "Solidarity - Democracy - Discipline - Innovation - Development", on the afternoon of September 27, 2020, the 17thLang Son Party Congress, term 2020 - 2025 had the final session and then conducted the closing session.

The Presidium voted to approve the Resolution of the Congress

At the closing session, with a sense of responsibility and high consensus, the Congress unanimously voted to pass the Resolution of the Congress with the overall goal in the 2020-2025 period "Strengthening to build a clean and strong Party Committee and political system; promoting the power of national great unity; innovating and being creative; improving the effectiveness of State management; mobilizing resources for bordergate economy development, trade, tourism, services, infrastructure of industrial zones and clusters and agricultural restructuring associated with new rural construction; focusing on investment in transport and urban infrastructure; promoting cultural and social development, improving the People's material and spiritual life; strengthening national defense, security, foreign affairs, ensuringthe border of peace, friendship, cooperation and building Lang Son province to develop rapidly and sustainably".

The Congress also agreed to strive to achieve the main targets of socio-economic development, national defense and security, building the Party, the authorities, the Fatherland Front and political unions. In which, it is agreed to strive for the average GRDP growth rate of 7-7.5%; the economic structure up to 2025 is that agriculture, forestry and fisheries will account for 17-18%, industry – construction will make up for 25-26%, services will reach 52-53%. GRDP per capita will reach 2,900-3,000 USD. Local goods import-export turnover will increase 8-9% on average, domestic revenue will increase 8-9% on average. The number of communes meeting the new rural standards by 2025 is 115 communes, the number of schools meeting the national standards is 300 schools. The rate of trained labor will reach 65% by 2025, the rate of poor households will be under 3%. The annual admission of new party members will be 2,000 party members, the annual rate of grassroots party organizations successfully completing tasks or more will be 90%, the annual rate of party members successfully completing tasks or more will reach 90%, the annual rate of party members who are leaders and managers at all levels successfully completing their tasks or more will be 95%.

The delegates voted to approve the Resolution of the Congress

In order to implement and achieve the targets, the Congress also voted to approve the Action Program to implement the Resolution of the Congress with five key work programs to focus on leading, directing and implementing. Specifically, it is necessary to continue to focus on the rapid development of the border gate economy, creating a driving force for the province’s economic growth. It is important to step up agricultural restructuring associated with new rural construction. It is crucial to focus on developing the tourism industry, striving to make it become an important economic sector by 2025, a spearhead economic sector by 2030. It is required to develop the socio-economic infrastructure, focusing on the infrastructure of transport, urban, industrial zones and clusters. It is essential to strengthen the building and arrangement of the Party, improve leadership capacity and fighting strength of the entire Party in order to successfully perform political tasks in the new situation.

The Secretary of the Provincial Party Committee delivered the closing speech at the Congress

Delivering the closing speech at the Congress, Mrs. Lam Thi Phuong Thanh, Secretary of the Provincial Party Committee affirmed that the 17thLang Son Provincial Party Congress was successful. The Congress's success is the driving force and source of strong encouragement, creating a new spirit that motivates all cadres, party members and People of all ethnic groups in the province to strive to emulate, complete andexceed goals, tasks in the new period. The Secretary of the Provincial Party Committee requested that right after the Congress, the Party Committees at all levels organize widespread propaganda among cadres, party members and all People about the Congress's results, well organize the research and grasp fully and deeply the targets, tasks and solutions set out in the Resolution of the Congress, develop specific programs and plans to bring the contents of the Resolution to life, creating a strong change in each field. Each party member needs to strive, stick to reality, be close to the People, speak along with action and work effectively, especially the contingent of leaders at each levels must uphold the spirit of solidarity, really be exemplary, maintain the principle of gathering democracy, highly unify awareness and action, be determined to strive to complete tasks at the best level.

The Congress called on all cadres, party members and People of all ethnic groups in Lang Son province to continue promoting the revolutionary tradition, gathering intellectuals, improving the capacity and fighting strength of the entire Party, promoting the spirit of solidarity, activeness, creativity, creating high consensus, well exploiting all potentials and advantages and developing quickly, comprehensively and sustainably in the coming term. The Congress believed and expected that the Executive Committee of the 17thProvincial Party Committee will unite, reach consensus, promote the sense of responsibility, maintain discipline and deserve to be the leading core of the Party Committee and the People of ethnic groups in Lang Son province to successfully implement the Congress Resolution.
